Maybe this isn't the correct group, but...

I just upgraded IE6 to IE7 (WinXP Home)
Apparently, due to a bug in IE7, if you don't use "Large Icons" IE7 will
only the default "e" icon for all links.

But this change seems to have reduced the text size on the "home page" of
OE6 to display the list of messages in the in-box. And when I click on OE
menu bar "view", the "text size" is grayed out.

Is there a way to enlarge the font while avoiding IE7 "Large icons".

If you changed to Large Fonts in Display | Appearance, you are going to see
what you describe in OE. Text size has nothing to do with message headers.

I don't know why you needed to change to large fonts. You'll have to take
that up with someone in the IE group.

I don't use large icons, and don't have that problem. IE gives each page the
site's favicon if it has one (though you can customise the icon for any
given favorite if you wish).
But you can increase the text size in IE for a given page from view menu,
text size.
